This is a Permanent Pictorial Cancellation (PPC) issued by the Philatelic Bureau, Anna Road Head Post Office, Chennai, Tamil Nadu, PIN 600002, inaugurated on 31 March 1998. The cancellation design features the Anna Road HPO building — the former Warwick Electric Theatre. The impression shown here is dated 12 August 2025, applied on a Meghdoot Post Card (RBI Ombudsman card) bearing a Homi Bhabha commemorative stamp. This is a companion piece to PC-0003, showing the same PPC struck on a different postal stationery. The cancellation is currently active.
The Meghdoot Post Card is a low-denomination postal stationery issued by India Post for inland correspondence. The card shown here is an RBI Ombudsman informational postcard, indicating that it was pre-printed with consumer grievance information by the Reserve Bank of India. The Anna Road HPO building (the Warwick Electric Theatre heritage structure, South India's first electric cinema, built around 1900) is commemorated through this PPC, introduced on 31 March 1998. Applying the same PPC on different stationery — a Meghdoot postcard here vs. a commemorative postcard in PC-0003 — is a common practice among philatelists to document the cancellation on varied postal media.
